KISUMU COUNTY GOVERNMENT TO LICENSE RETAIL PETROLEUM AND LPG BUSINESSES WITHIN THE COUNTY

In accordance with Sections 17 and 23 of the Energy Act 2006, the Energy Regulatory Commission has appointed the County Government of Kisumu as a licensing agent for retail petroleum and LPG businesses in Kisumu County. The appointment takes effect from 1st January 2017.

Accordingly, all petroleum retail business proprietors in Kisumu County are required to apply for licences with the County and furnish the following documents:

  1. Copy of a construction permit issued by the Energy Regulatory Commission (for all stations constructed after 2015);
  2. Copy of Certificate of Compliance to the requisite Kenya Standards namely KS 2506:2014 and KS 1969:2005 (applicants will be required to liaise with the Kenya Bureau of Standards);
  3. Evidence of submission of an annual self environmental audit report to the National Environment Management Authority (for all existing petrol stations);
  4. Copy of a valid fire clearance certificate from the Chief Fire Officer (for petrol stations and LPG retail businesses);
  5. Copies of valid annual calibration certificates for the petroleum dispensers  issued by the Department of Weights and Measures (for all petroleum dispensing stations);
  6. Copy of a valid certificate of weighing scale calibration (for LPG retail businesses);
  7. Copy of a valid annual certificate of Registration of Work Place from the Directorate of Occupational Safety and Health Services (DOSHS); and
  8. Copies of valid LPG Cylinder distributorship agreements with respective brand owners (for LPG retail businesses).

In preparation for the roll out, the County Government of Kisumu will host a one day workshop with concerned stakeholders on 20th December 2016 at Jumuia Hotel, Kisumu starting 8.30am.
